What is the SEN?
It is the National Statistical System created under Article 4 of Law No. 9694 for the purpose of streamlining and coordinating statistical activity.
 

How is the SEN structured?
a) INEC, created by Article 31 of this law, as the technical governing body of the SEN.
 

b) Public Administration institutions whose statistical activity is relevant in the various fields of Costa Rican life or that possess administrative records of interest for the production of official statistics.
 

c) Private law entities that request their incorporation and are accepted by the CDINEC, in accordance with the provisions of this law's regulations, provided they are responsible for producing and disseminating official statistics or possess information records that serve as input for their preparation.

What is the legal basis for the SEN?
 

Law No. 9694 of June 4, 2019, and its amendment, which repeals Law No. 7839 of November 4, 1998, declares as a matter of public interest the statistical activity that allows for the production and dissemination of reliable and timely statistics for a truthful and comprehensive understanding of Costa Rican reality, as a foundation for efficient public and private administrative management.  The National Statistical System of Costa Rica was created in conjunction with this declaration.

Mission and Vision of the SEN


Mission: To coordinate national statistical activity for the production and dissemination of official, reliable, and timely statistics that promote a truthful and comprehensive understanding of Costa Rican reality.


Vision: To be recognized as a coordinated, modern, and innovative National Statistical System with the necessary human talent, which produces and disseminates official statistics under its respective regulatory framework, enabling interoperability, georeferencing, and accessibility of information for decision-making by the State and its citizens.

The values ​​that guide us

    Statistical Confidentiality

    Guarantees the protection of data obtained by the SEN for the production of statistics within the framework of this law.  Data of a public nature, which are freely accessible to all citizens, are exempt from the application of this principle.

    Transparency

    The right to obtain full information about the protection afforded to the data provided and the purpose for which they are collected.

    Principle of Specialization

    This imposes a duty on both INEC and the administrative units in charge of SEN statistical processes to ensure that data collected for producing statistics are used exclusively for the purposes that justified the need to obtain them.

    Proportionality

    This refers to the criterion of correspondence that must exist between the quantity and content of the information requested and the results or purposes intended to be achieved by processing it.

    Technical Independence

    The exclusive authority held by both INEC and the administrative units in charge of SEN statistical processes to decide on the statistical methods and the dissemination of results of the official statistics under their responsibility.
